Meet Our Speakers
John O’Hare
Vice President, Business Development
Lieutenant Johnmichael O'Hare retired from the Hartford Police Department (CT) in 2018 after a career that began in patrol and advanced through a proactive street crimes unit targeting narcotics and firearms violence. Promoted to Detective in 2009, he served as the Department's Gang Intelligence Officer and earned numerous commendations, including the Chief's Medal of Valor. In 2013, he created the Capitol City Command Center (C4), a real-time intelligence center supporting street operations and investigative units, and has since spoken internationally on building and sustaining command centers for "Smarter Cities." John now serves as VP of Business Development for Penlink, focusing on threat actor and network identification and interdiction in web intelligence.
Christine Talley
Intelligence Analyst
Christine Talley is an intelligence analyst for Penlink who previously spent four years with the Riverside County Sheriff's Department in southern California, assigned to the human trafficking task force. There, she supported investigations into sex and labor trafficking through subject identification, OSINT gathering and analysis, link analysis, call detail record analysis, and operational support. Drawing on this experience, she has trained law enforcement across the country and around the world in OSINT techniques and is a strong advocate for using OSINT to drive arrests and victim recovery. Christine holds a B.A. in Communication Studies from Vanderbilt University, a California DOJ Crime and Intelligence Analysis certification from UC Riverside, and a GIAC Open-Source Intelligence certification; she also volunteers with the National Child Protection Task Force (NCPTF).
